New Act on Collection of Legal Regulations of Territorial Self-governing Units and Some Other Administrative Authority

On 3^rd February 2021 Act on Collection of legal regulations of territorial self-governing units and some other administrative offices waspromulgated, which enters into effect on 1^st January 2022. 

The objective of this Act is the establishment of legal certainty for addressees of regulations of territorial self-governing units, and so to create a Collection, where these rules will be published. 

Thus, the information system of legal rules will be established, in which a comprehensive modern database will be created, in which it will be possible to search for and acquaint with content of generally binding decrees and regulations of territorial self-governing units in the Czech Republic. The information system will also be used to promulgate regulations of some other administrative authorities, which are not published in Collection of Laws. Currently territorial self-governing units are obligated to publish their regulations with the possibility of remote access, however it does not always happen.

Promulgation of legal regulations in the Collection of legal regulations of territorial self-governing units and some other administrative authorities will be a requirement for entry into effect of a legal regulation.

In conclusion it can be stated, this Act responds on deficient knowledge of addressees of regulations of territorial self-governing units. Overall, it will be easier for the addressee to acquaint with the regulations of the municipality or region, because it is a centralized system for publishing of the regulations.
